President Trump Expected to Sign Executive Order Creating Cannabis Descheduling Commission This Summer

President Trump is planning to sign an executive order this summer creating a federal commission to study the descheduling of marijuana, according to two sources who spoke with The Marijuana Herald. The move is expected to be made ahead of the November midterms.

One of the sources is a longtime senior advisor to Trump, who said the commission would consist of around a dozen members and would be tasked with examining the potential ramifications of removing marijuana from the federal Controlled Substances Act entirely. According to the advisor, the commission would then provide a formal report to both the president and Congress within six months of its formation. The report would examine the “legal, economic, regulatory and public safety implications” of such a move before issuing recommendations.

Notably, the senior advisor is the same source who told The Marijuana Herald last summer that Trump was “100%” going to sign a marijuana rescheduling executive order, which the president ultimately did in December. The advisor also first informed The Marijuana Herald last year of the planned commission, with the new information indicating those plans remain intact.

The Marijuana Herald also confirmed the report with a secondary source, a former member of Congress who remains close to the president.

If the information proves accurate, it indicates the White House is planning a broader review of federal marijuana policy than rescheduling alone. While rescheduling will move marijuana to a less restrictive category under federal law, descheduling would remove it from the Controlled Substances Act altogether, effectively ending federal cannabis prohibition.

A commission-based approach would also give the administration a way to place marijuana reform squarely on the national agenda ahead of the midterms while postponing final recommendations until 2027. The news comes as the cannabis community and the general public continues to await a final rescheduling order.
